The following was again before the House in third reading: CS FOR HOUSE BILL NO. 116(FIN) "An Act relating to royalty gas contracts, amending the manner of determining the royalty received by the state on gas production, and directing the commissioner of natural resources to accept, under certain circumstances, the contract price agreed to between a lessee of federal land and a gas or electric utility as the value of the federal government's royalty share from natural gas production on federal land from which the state is entitled under applicable federal law to receive a share of the royalty on gas production; and providing for an effective date." Representative Hanley moved and asked unanimous consent that CSHB 116(FIN) be returned to second reading for the specific purpose of considering Title Amendment No. 1. Representative Navarre rose to point of order stating title amendments can be considered in third reading. The Speaker ruled that the title amendment was substantive in nature; and therefore, should be considered in second reading. 1993-03-17 House Journal Page 0686 HB 116 There being no objection, CSHB 116(FIN) was returned to second reading. Title Amendment No. 1 offered by Representatives Hanley and Grussendorf: Page 1, line 1, following "An act": delete "relating to royalty gas contracts," Representative Hanley moved and asked unanimous consent that Title Amendment No. 1 be adopted. Representative Brown objected. The question being: "Shall Title Amendment No. 1 be adopted?"
